Lottopar shares its experience with AML/CFT certification on Cibelae webinar

In an event that brought together authorities and experts from across Latin America, Lottopar's Director of Operations, Fábio Veiga, participated in a webinar hosted by the Ibero-American Corporation of State Lotteries and Betting (Cibelae). Dedicated to the topic 'The Path to Anti-Money Laundering and Counter-Terrorism Financing (AML/CFT) Certification,' the meeting highlighted the work of the Loteria do Paraná in this area.

Fábio Veiga shared Paraná’s experience as one of the first lotteries on the continent to obtain Level I International Certification — a milestone that reinforces Lottopar’s commitment to integrity, transparency, and responsible governance.

Veiga emphasized that the certification is not merely a seal, but a compass that guides modern public management. “It made us look inward, review our manuals, our audit processes, and, above all, strengthen the culture of integrity within the institution,” he stated.

The director noted that the process required self-assessment, transparency, and institutional validation, stressing that an anti–money laundering policy must be embedded in the organization’s structure so that it relies not on individuals, but on lasting principles.

To illustrate the value of certification, Veiga used a simple and effective analogy: “An AML/CFT certification is like building a house’s foundation. It doesn’t show, it’s not the prettiest part, but it’s what ensures that everything built on top stands firm. Without that foundation, any structure — no matter how modern it looks — collapses at the first tremor,” he explained.

The comparison captured the essence of his message: certification is not the end, but the beginning of a solid and lasting construction — one that protects the lottery system and strengthens public trust.

Veiga concluded by highlighting that Cibelae’s leadership in promoting the certification process went beyond technical compliance, fostering a regional culture of integrity in which all lotteries speak the same language of transparency and accountability.

Paraná as a benchmark

With less than two years of operation, Lottopar ranks among the first lotteries in Latin America to achieve Level I AML/CFT Certification, alongside Lotería de Concepción in Chile.

This recognition positions Paraná prominently on the international stage, reinforcing the image of a state committed to ethics, technology, and modern governance.

The director’s participation further established Lottopar as a reference in the fight against money laundering within the gaming and lottery sector, underscoring the importance of commitment, international cooperation, and integrity as non-negotiable values.
