
The agenda for Tuesday's meeting also includes the request asking the Federal Police for information on the international transfer of businessman William Pereira Rogatto. The author of the request, Senator Carlos Portinho (PL-RJ), wants to know about the procedures already taken for the businessman's transfer and an estimate of when he will arrive in Brazil.
Rogatto, known as the “king of relegation”, was arrested by Interpol in early November, in Dubai, in the United Arab Emirates. He is suspected of manipulating football and championship results. Rogatto was already heard by the CPI in October.
The CPI on Manipulation of Sports Betting was installed in April 2024, with Senator Jorge Kajuru elected president. The purpose of the commission is to investigate facts related to the allegations and suspicions of manipulation of results in Brazilian football, involving players, directors and betting companies.
Among the recommendations, Senator Romário proposes sending the documentation produced by the CPI to the Federal Police and the Public Prosecutor's Office so that they can continue their investigations, and to the Secretariat of Prizes and Betting, to assess the convenience and opportunity of limiting the types of bets available and eliminating the possibility of betting on isolated events that depend on an athlete, such as receiving yellow and red cards and committing penalties.
The rapporteur recommends that the Ministry of Finance act as an oversight agency and enforce advertising and publicity rules so that minimum requirements can be met to protect, above all, those under 18 years of age.
The senator also proposes that the report be forwarded to the Ministries of Justice and Sports so that they can seek to improve mechanisms and standards to combat the manipulation of competitions, as well as to the Ministry of Health, recommending the implementation of a broad awareness program on the risks of gambling addiction, as well as preparing the SUS (Brazilian Unified Health System) to provide specialized care to patients with pathological gambling disorder.
In his conclusions, Senator Romário summarizes:
“This Report concludes a stage, the initial stage of a work that represents a milestone, an effort to ensure that the fight to maintain the integrity of Brazilian football involves the State, sports entities and civil society. The watchful eyes of society will not be able to rest.”
“Sports, especially football, involve passions, move the market and bring us joy. However, we must never forget that sport is, above all, an inseparable part of our culture, that which distinguishes us from other peoples equally deserving of respect, but which makes us proud to say that we are Brazilians.”
