Brazil's Court of Auditors releases documents on online betting to the CPI of ‘Bets’

The Federal Court of Auditors (TCU) agreed this Wednesday (19) to release documents and studies on the regulation of sports betting to the Parliamentary Inquiry Commission (CPI) of ‘Bets’. The decision was made after a request from Senator Dr. Hiran (Progressistas), chairman of the CPI.

The CPI was created to investigate the influence of online betting on family budgets, possible relations with criminal organizations and the role of digital influencers in promoting these services.

In the request sent to the TCU, studies were requested on:

- Supervision and economic impact, addressing the flow of capital in the sector and its influence on tax collection;

- Social effects, including the indebtedness of bettors and the impact on beneficiaries of social programs, such as Bolsa Família;

- Money laundering, with investigations into the use of platforms for illicit activities;

- Data security, analyzing vulnerabilities in the protection of bettors' information.

The TCU has already been carrying out several control actions to oversee the sector. In 2024, the Court took measures to prevent the use of social program resources for gambling and instituted 7 proceedings to evaluate the regulation and its effects. Among the relevant studies are:

- TC 024.852/2024-4: survey on the costs of gambling for public health and impacts on the SUS (Unified Health System);

- TC 024.146/2024-2: assessment of the amount of money spent by Bolsa Família beneficiaries on gambling;

- TC 024.430/2024-2: monitoring of the actions of Financial Activities Control Council (Coaf) and the Ministry of Finance against money laundering in the gambling sector;

- TC 026.536/2024-2: analysis of the regulation by the Ministry of Finance.

One of the studies revealed that 63% of gamblers had their income compromised, with a significant impact on classes D and E.
