SPA holds public hearing this Friday (21) on the preparation of the Regulatory Agenda

The Secretariat of Prizes and Betting (SPA) of the Ministry of Finance will hold a virtual public hearing this Friday (21) to prepare its Regulatory Agenda for the 2025-2026 biennium. The hearing will be online and will be held from 2:00 p.m. to 4:00 p.m., led by the SPA's general coordinator of Regulation, Francisco Carvalheira.

Those interested in participating must register using an electronic form so that they can receive an email with the link to access the online hearing. The debate is part of the public consultation process that began on March 10 and will continue until March 27.

The goal is to provide a space to hear from the population, companies in the sector, consumers-bettors, professionals and all interested parties in society.

This is the first public hearing held by the SPA, which will complete one year of operation on the same day, January 21. The Secretariat was created by decree on January 31 and installed three weeks later.

On April 4, the Regulatory Agenda will be published, with goals for the last three quarters of 2025 and for all quarters of 2026, already taking into account the contributions to be collected.

In addition to the betting issue, other points under the Secretariat's jurisdiction are also on the Agenda put out for consultation, such as the regulation of commercial promotions, the Exclusive Instant Lottery (Lotex) and the collection of popular savings.

At the launch of the public consultation, SPA presented its proposed Regulatory Agenda, with 14 topics. The first one is the construction of a national database of people prohibited from betting, which will include those banned by law, such as athletes and public servants who participate in the regulation of the betting market, as well as people who have excluded themselves from this form of leisure.

“Regulation is cyclical and must be transparent and responsive. We constantly need to identify demands and build solutions. To do this, it makes sense to always listen to the entire regulated sector, everyone who is interested in expressing their views on the subject. At the hearing this Friday, we will present the proposed regulatory agenda, to provide predictability and legal certainty. And, to build it, we chose to invite society to express its views on the topics and their timetable,” said the Secretary of Prizes and Bets, Regis Dudena.

The first stage of the regulation of fixed-odds betting was completed in 2024 and, with the entry into force of the regulated market on January 1, 2025, the process of applying and evaluating the rules created began, to now begin the second phase of the regulatory agenda.
