
The hearing is part of the public consultation that will run until March 27, with the aim of hearing from the population, companies in the sector, consumers-gamblers, professionals and all interested parties in society.
At the end of the hearing, the Secretary of Prizes and Betting of the MF, Regis Dudena, commented that the participants' statements are very much in line with the SPA's own ideas, including “some suggestions for new things, new solutions for identified problems”.
“I am very happy to see that people came, expressed themselves and brought these contributions. I am sure that they will be complemented by the written statements that are open in our consultation,” he stated.
Among the 45 comments made by the participants in the hearing, concerns related to responsible gaming, combating illegality and concerns about other regulated areas stood out.
Dudena emphasized that the SPA has three areas of competence: the lottery front, in all its lottery modalities; at the forefront of commercial promotions and at the forefront of capturing popular savings.
In this first year, according to the secretary, the SPA sought to take care of the various sectors, but above all the most recent: the fixed-odds betting sector as a lottery modality, which still lacked special attention from the State.
"The goal, in this case, was to correct “the country’s historical error of having legalized an activity without knowing what the relevant issues and regulatory problems are; without thinking about and implementing solutions, nor testing these solutions and then going back to the beginning.”
Amilton Noble, Director of Hebara, a company with over 30 years of experience and a reference in the lottery operator segment in Brazil, was one of the participants in the hearing.
“I congratulate the SPA, represented by its Secretary, Dr. Régis Dudena, for the transparency in dealing with the regulation. It is always a pleasure to participate in discussions that will lead to the improvement of the regulatory process,” said the executive, who had the opportunity to address his contribution on three central topics:
1. The need to accelerate the effects of the ban on the use of Pix by unauthorized operators;
2. The inclusion of the discussion on the circulation of international lotteries in Brazil, which compete with Caixa’s official products and harm lottery entrepreneurs;
3. The definition of the adoption of the .bet.br extension by operators regulated by the States, since all communication currently made indicates that only sites with this extension are legal, harming legitimate operations conducted by the States.
Final report
Regis Dudena explained that the oral statements from this Friday and those received in writing will be internalized so that, on April 4, the final report of the public consultation can be released, with goals for the last three quarters of 2025 and for all quarters of 2026.
The proposed regulatory agenda submitted for public consultation includes a list of 14 priority projects to be developed by SPA/MF in 2025 and 2026, each associated with its respective objective.
The projects are classified in at least one of three thematic axes: Promotion of responsible gambling, prevention of pathological gambling and mitigation of externalities; Promotion of a balanced, transparent regulatory environment with adequate levels of compliance; and National strengthening of regulation and oversight.
Contributions can be made until March 27, through the Participa + Brasil Platform. “You must be logged into GovBR to be able to make contributions, which can be about the agenda in general, as well as about each of the projects. And on April 4, we will release the report on the contributions from the hearing and the written consultation,” instructed the SPA’s General Coordinator of Regulation, Francisco Carvalheira, responsible for leading the discussions last Friday.
