
Fábio Macorin began the presentation by highlighting the progress made in 2024. "It was a productive year for the regulation of online gaming, with more than 70 authorized companies and intensified inspection. We worked to monitor irregular domains and payment methods, blocking 22 institutions involved in illegal operations," he said.
"We also expanded governance over service providers, demanding the end of operations in unregulated markets," he added.
Elaine Kato presented figures from Sigap, emphasizing its importance. "Today, we receive half a billion records daily and have around 700,000 files in our database, which include bets, bettors, wallets and much more," she said.
"Sigap was developed to guarantee the security and integrity of data, supporting SPA in monitoring the sector. It is a robust ecosystem that will continue to evolve to strengthen governance and transparency in the gaming market in Brazil", he concluded.
Gaming market moves up to R$21 billion (US$ 3.6bn) per month
Sigap monitors and regulates the activities of operators authorized by SPA/MF, which must send detailed information on bets, bettors and legal destinations on a daily basis, as stipulated in art. 10 of SPA/MF Ordinance No. 722, of May 2, 2024. The system was designed to ensure scalability and efficiency in processing, meeting the growing volume of market data.
Developed in accordance with Laws No. 13,756/2018 and No. 14,790/2023, Sigap strengthens the fight against crimes such as money laundering and manipulation of results, promoting greater transparency in a market that moves up to R$21 billion (US$ 3.6bn) per month.
Serpro's manager for the private market, Michael Rabelo, highlighted the importance of the company's participation in the SBC Summit. "We are here to show the importance of of Serpro, which goes beyond being a supplier of the gaming regulation system," he said.

Also present at the event, Clony Nunes, manager of Sigap at Serpro, highlighted the technological aspects of the platform. "We are processing half a billion records daily, and artificial intelligence has been crucial for regulating the sector," he stated. He emphasized that, as a government technology operator, Serpro guarantees security and efficiency in the regulation of online games and sports betting.
Ministry of Finance presents betting regulation and next steps
At the SBC Summit Rio, the Prizes and Betting Secretariat presented the challenges of the process of creating the regulated fixed-odds betting market in Brazil and what is to come, from now on.
With the theme “Regulation: inside the law that transformed betting in Brazil”, the main round table of the event was attended by the deputy secretary of SPA, Carolina Yumi, and the undersecretary of Authorization, Daniela Olímpio, and Senator Irajá Silvestre, rapporteur of Bill No. 2,234, which deals with the legalization of physical forms of gambling, such as casinos, jogo do bicho and bingo, among others.
Carolina Yumi took stock of the work done by the MF so far and explained that the second phase of regulation is beginning with a public consultation on the new Regulatory Agenda. The deputy secretary also spoke of the SPA's concern with Responsible Gaming and with protecting the rights of gamblers.
Undersecretary Daniela Olímpio highlighted the magnitude of the effort of the team involved in the authorization process to process 114 requests in time for the approved companies to be able to start operating on January 1, 2025.
