
The election of the presidents of the Chamber of Deputies and the Federal Senate last Saturday (1) gives new life to the gaming and betting sector. Under the leadership of both, new discussions will be conducted on the regulation of sports betting and the legalization of gambling in Brazil.
The president of the Chamber of Deputies, Hugo Motta (Republicanos-PB), was elected with the support of Arthur Lira, one of the most influential deputies in the current legislature and in favor of gambling. His disciple has the same inclination as his mentor and, in addition to having voted in favor of the legalization of gambling in Brazil, supported the process of regulating sports betting and online gaming in the country.
Meanwhile, the new president of the Senate, Davi Alcolumbre (União-AP), returns to lead the direction of the House after having led the Senate's Constitution and Justice Committee. It was under his presidency and with explicit and behind-the-scenes support that Bill 2234/2022, reported by Senator Irajá, was approved.
It will now be up to him to schedule the matter for inclusion in the Plenary's agenda, which was postponed in early December at the request of the rapporteur. The matter will be resumed as soon as the Senate receives reports from the Ministries of Health, Development and Social Welfare on what the approval of the matter would mean for Brazil.
Both houses are discussing gambling and betting in Brazil. The Chamber and the Senate are processing bills to reduce the influence of betting on the economy and prohibit advertising in the sector. It will be up to the boards of directors to forward the bills to the committees.
At the same time, two CPIs dealing with betting will continue in the Senate. The CPI on Gambling and Betting Manipulation, under the command of Senator Kajuru, has February 15 as its last date to complete its work. The CPI on Betting, chaired by Dr. Hiran and reported by Soraya Thronicke, will continue until the end of April.
Both are still full of requests, many of which have not even been considered, which shows the extent of the problem that the CPIs will have in completing their work and presenting reports.
With the election of the new presidents of the Chamber of Deputies and the Senate, the sector must now analyze how to direct the discussions in Congress and seek the most influential interlocutors to guarantee the progress achieved so far and create a favorable environment for voting on Bill 2234, as well as coordinating the defeat of projects that attempt to limit the activities of betting companies.
