Regulation of online betting in Brazil creates an opportunity to combat addiction

The fight against online gambling addiction in Brazil has been highlighted in the media and even in statements by the president. Expert Rúbio Teixeira, founder of Octus Legal iGaming and a reference in gambling market regulation, discusses how the new legislation promotes responsible practices and directs resources towards prevention and awareness, drawing inspiration from successful examples, such as that of the United Kingdom.

With the regulation of online sports betting, Brazil takes an important step towards tackling one of the main challenges in this market: online gambling addiction. Provided for in Decree No. 10.637/2022, the measure brings rules that aim to protect consumers at risk, including mandatory tools such as deposit limits and self-exclusion systems.

Concern about addiction, a growing problem in unregulated markets, is central to the new legislation. Experts point out that, without these measures, many players may end up in serious debt situations, with negative impacts on their mental health and family, an issue that has already been highlighted by President Luiz Inácio Lula da Silva, who has spoken publicly on the subject.

Rúbio Teixeira, founder of Octus Legal iGaming and an expert in the regulation of betting houses, highlights the importance of combating the link as a regulatory priority. "Online gambling trafficking is a serious issue that requires a joint effort between the government, operators and society. The guidance is a milestone because it requires companies to adopt responsible practices and ensure that players have access to tools that help them protect themselves," he explains.

In addition to control tools, the regulation provides for the allocation of part of the tax revenue to prevention and awareness programs. According to Rúbio, Brazil follows successful examples from other countries, such as the United Kingdom, where educational and psychological support campaigns have helped reduce cases of addiction. "Regulation alone will not solve the problem. There needs to be continued investment in preventive actions and support services,” warns the expert.

With the implementation of the new rules, Brazil seeks to balance the economic growth of the sector with consumer protection, creating a safer and more responsible market. However, the challenge will be to ensure that the rules are complied with and that operators maintain a real commitment to social responsibility.
