Banestes receives three proposals to choose a partner to operate Espírito Santo lottery

Banestes, the State Bank of Espírito Santo (Banestes), has received three proposals to select a partner to operate its lottery unit, informed news outlet Valor Econômico. According to the president of Banestes Loteria, Ricardo Pessanha, the proposals are considered robust in financial and technical terms, and the winner should be chosen by April 2025. The Bank does not rule out the possibility of having physical video lottery machines.

"We require five years of experience from the partner and that the leader of the conglomerate be an international operator. We have received three proposals from major groups and are evaluating them. Once we enter exclusive negotiations with one of them, we will proceed with the signing and a few months of structuring the operation, but we are certain that Banestes Loteria will launch in 2025," said Ricardo Pessanha during Banestes Day in São Paulo.

Expansion of state lotteries and betting market investment

Following the trend of other state banks structuring their lotteries, Banestes is also targeting the growing sports betting market. The strategy includes distributing lottery products through the bank’s correspondent network, BanesFácil, which has nearly 400 locations, in addition to digital channels.

Another aspect under consideration is the possibility of operating physical video lottery machines, bringing to the real-world games similar to the popular "Tigrinho" (Fortune Tiger) mobile game.

"The law does not allow physical casinos, jogo do bicho, or bingo, but in theory, everything else is permitted. Today, a large portion of bets and games like 'Tigrinho' operate clandestinely. We want to bring into the light what was previously done in hidden environments. Of course, this will depend on the chosen partner, but everything that is legally allowed will be considered," Pessanha emphasized.
