Public consultation on SPA’s regulatory agenda ends on Thursday this week

The public consultation for the construction of the regulatory agenda of the Secretariat of Prizes and Betting (SPA) for the 2025-2026 biennium will end next Thursday (27). It should be published on April 4th. Therefore, interested individuals and companies still have four days to express their views in writing on the proposal through the Participa + Brasil platform.

The public consultation was launched on February 10, through a press conference at the Ministry of Finance. Individuals, companies and interested parties had two ways to participate: to express their views during the public hearing held on February 21 or to send written suggestions through the Participa + Brasil platform, an option that will close on Thursday.

Everyone can consult the regulatory agenda proposal of the Secretariat of Prizes and Betting presented at the launch of the public consultation.

Created on January 31, 2024 within the Ministry of Finance, one of the SPA's first actions was to publish the ordinance that established a regulatory agenda for fixed-odds bets for last year, with a view to the start of the regulated market on January 1, 2025.

For the current two-year period, the agenda included important changes. First, topics under the responsibility of the SPA that had been left out in 2024 were included, such as commercial promotions and the instant lottery (Lotex).

The creation of a database of gamblers who are prohibited from betting (by law or self-exclusion) is one of the first items on the agenda.

Another change was the holding of public consultations, in the spirit of Law 13.848/2019 and Decree 12.002/2024. The consultations will cover not only the content of the new regulations, but also which topics will be addressed and in what order.
