SIGA and Comptroller General join forces to combat corruption in Brazilian sports

A historic Technical Cooperation Agreement was signed this Wednesday (26) between SIGA LATIN AMERICA, the continental arm of the Sport Integrity Global Alliance (SIGA) for South and Central America, and the Office of the Comptroller General of the Union (CGU). The deal formalizes the union between the institutions and ensures strategic and operational alignment in the fight against corruption in Brazilian sports.

The signing took place at the headquarters of the Organization for Economic Cooperation and Development (OECD) in Paris, by Emanuel Macedo de Medeiros, Global CEO of SIGA and President & CEO of SIGA LATIN AMERICA, and Vinícius Marques de Carvalho, Minister of State at CGU, reinforcing the international relevance and strategic reach of this partnership.

This milestone strengthens the commitments made in SIGA’s New York Declaration on Financial Integrity and Transparency in Sport and reflects the leadership of both SIGA and CGU in promoting transparency, good governance, and the fight against corruption, including in the sports sector.

With this agreement, SIGA LATIN AMERICA and CGU establish a robust, action-oriented, and future-focused platform, aimed at developing and disseminating policies, regulatory tools, and joint initiatives that promote integrity, transparency, accountability, and sustainability in sports, including in the private sector.

CGU plays a fundamental role in strengthening integrity frameworks in both the public and private sectors, being internationally recognized for its commitment to accountability and ethical governance.

It is no coincidence that CGU has been a strategic partner of SIGA LATIN AMERICA, with shared interests, objectives, and concerns. This relationship is already reflected in CGU’s active participation in the reforms driven by SIGA in Brazil—including, among others, the integration of Marcelo Pontes Viana, CGU’s Secretary for Private Integrity, into SIGA’s Financial Integrity and Anti-Corruption Committee.

The expanded partnership will leverage CGU’s Brazil Pact for Business Integrity and SIGA’s Universal Standards on Sport Integrity. This alignment aims to mobilize key stakeholders in the sports sector—such as clubs, leagues, sponsors, sports betting operators, broadcasters, and civil society—to adopt the highest standards of governance and integrity. Together, SIGA LATIN AMERICA and CGU are paving a new path for integrity-driven sports governance, starting in Brazil with a global impact.
 


The key areas of cooperation include:

  • Development of guidelines, manuals, and educational content for the sports sector
     
  • Joint organization of thought leadership events, as well as training and capacity-building initiatives
     
  • Sharing of experiences and technologies that can contribute to fostering corporate compliance, transparency, and the fight against corruption in sports
     
  • Technical exchange of knowledge and best practices
     
  • Strategic engagement with the private sector to promote adherence and compliance with integrity and anti-corruption frameworks
