BBL Advogados launches guide of Brazil’s regulated iGaming and sports betting market

BBL Advogados has just launched the “Regulatory Guide to Gaming and Betting”, an essential resource for understanding the legal and regulatory scenario of the sector in Brazil. The publication details the rules governing the activity, from operating requirements to consumer protection measures and money laundering prevention.

Eduardo Bruzzi, a partner responsible for the Gaming and Betting practice at the firm, highlights the importance of the material: “The guide consolidates all relevant regulations issued to date into a single document, making it an essential resource for companies, lawyers, and other professionals in the sector.”

“Our goal is to provide a practical and up-to-date tool, ensuring legal security and regulatory compliance for operators and investors who wish to operate in a structured and competitive manner in Brazil.”

The guide is updated through Normative Instruction SPA/MF 9/2025 and provides a chronological analysis of the evolution of regulations, starting with Law 13.756/2018, which legalized fixed-odds betting, followed by Provisional Measure 1.182/2023 and Law 14.790/2023, up to the creation of the Secretariat for Prizes and Betting through Decree 11.907/2024, which consolidated market oversight and supervision.

Additionally, the material covers topics such as the authorization process, advertising, payment transactions, anti-money laundering measures, taxation, fantasy sports, online gaming, sanctioning law, and regulatory oversight.
