The text amends Municipal Law No. 15,563 of 1991, known as the Tax Code of the Municipality of Recife. If approved, the new percentage will apply to the distribution and sale of lottery tickets, bingo, cards, betting coupons, prizes and capitalization bonds.
The measure follows a movement already adopted by other Brazilian municipalities. With the advancement of regulation of sports betting and gambling, companies in the sector seek locations with more advantageous tax conditions to establish themselves.
Currently, Recife already offers a similar tax benefit, but restricted to the RECENTRO region, which includes the neighborhoods of Recife, Santo Antônio and São José. The project extends this exemption to the entire city, allowing more businesses to choose the capital of Pernambuco as their base of operations.
Mayor João Campos' justification highlights that with the arrival of new companies, the city could increase its revenue without having to impose high taxes, which would also strengthen the local economy.
The proposal arrived at the Recife City Council accompanied by a study on the financial viability of the tax reduction. The document details the expected impact on revenue and reinforces that the change could generate a positive effect for the city.
João Campos requested that the process be expedited. Therefore, the councilors should analyze the proposal this Monday (31), considering the possible benefits and challenges that the measure could bring. If approved, the new tax rate will come into effect as soon as it is published in the Recife Official Gazette.
