Loterj's president says federal government discriminates state lotteries, criticizes illegal market

The president of the Rio de Janeiro State Lottery (Loterj), Hazenclever Lopes Cançado, stated during a panel discussion at BiS SiGMA Americas that the federal government is creating a barrier against state operations, discriminating against local operations. He also reinforced the sector's concern about the illegal market, pointing out unfair competition with Brazil's regulated sector.

The states are operating and showing that it is possible to work with the regular market,” he said. According to Lopes Cançado, the Union (federal government) is creating a wall by saying that state operations are irregular. “This makes us appear submissive.” The leader reinforced the potential of state operations for the local economy.

Hazenclever emphasized that what needs to be defeated is the illegal market. “What needs to be combated is the gray betting market, which does not contribute anything to the country and also causes unfair competition with regulated operators.”

The president highlighted the importance of well-regulated and monitored local operations for transfers to the economy in the states. According to Hazenclever, Loterj has been working against the illegal market, adopting measures to prevent the exploitation of games and sports betting by unlicensed operators.

He also emphasized the potential for job creation in physical gaming stores in Rio de Janeiro, which could result in up to 60,000 direct jobs. Loterj has been analyzing alternatives for installing video lottery terminals and totems to offer games. “This will contribute to the economy of Rio de Janeiro and guarantee benefits for society in our state.”
