
The measure proposed by Luciano Ducci modifies paragraph 4 of article 220 of the Constitution, which already imposes limits on advertisements for tobacco, alcoholic beverages, pesticides and medicines.
The text provides that advertising campaigns for lottery modalities must contain, when necessary, warnings about the harmful effects of their use. 171 signatures from members of parliament are required for it to be formally registered in the Chamber of Deputies.
According to Ducci, the proposal arises from concerns about the way these bets are advertised. "When watching a video, browsing social media or at any time online, we are subject to advertisements of all types. And, lately, bets are at the top of the list of these advertisements. They invade our screens, with promises of easy financial gains, often taking advantage of the credibility of celebrities," says the member of parliament.
In the official justification for the PEC, the member of parliament argues that current campaigns often "mask the risks involved" and promote "a false sense of easy enrichment." The text points out that betting operators use digital influencers to encourage the practice without explaining the related dangers.
With the same speech, Congressman Saulo Pedroso presented Bill 1212, which prohibits the broadcasting of advertisements, announcements, commercials and publicity of any nature related to sports betting and electronic games throughout the national territory, regardless of the means used, be it digital, television, print, or any other communication format.
In his justification, the congressman states that the Bill aims to protect Brazilian citizens, especially the most vulnerable, against the harmful impacts of sports betting and electronic gambling
