Brazil discusses bill to legalize sports betting

During 'Latam Briefing', panel about Gaming in Latin America, SEAE's undersecretary of Defense for the People's Economy, Alexandre Manoel, said that the Brazil's Ministry of Finance is in the final stages of studies to send a bill to the National Congress legalizing the sports betting.

Brazil was one of the subjects of "Latam Briefing", panel of Gaming in Latin America. During the event, the undersecretary of Defense of the People's Economy of SEAE, Alexandre Manoel, spoke about the moment of the Brazilian lotteries and stated that the Ministry of Finance knows the potential of sports betting and is already in the final stage to send a project to legalize the modality for the National Congress.

"The Ministry of Finance studies the issue and will propose a law until the middle of this year to legalize this modality in the country. We know of the potential of this market and after the LOTEX lawsuit, the government will study the concession model for sports betting, "said Manoel.

Alexandre Manoel also summarized the regulation of lotteries in the country explaining the creation of the Exclusive Instant Lottery - LOTEX, the formatting of the project for the privatization process of LOTEX and the Instant Cash that is being made by BNDES; Together with the elaboration of a Business Plan and economic-financial evaluation.
 
Lawyer Luiz Felipe Maia, from the FYMSA office, closed the Brazilian part of the panel by updating the legalization process of the game in Brazil. He spoke about the differences between the bills PL 442/91 of the Chamber of Deputies and PLS 186/14 of the Federal Senate.

Luiz Felipe expressed concern about the tax burden imposed on investors in Brazil pointing out what modalities, like online gaming, can be made unfeasible with a very high tax. He also pointed out that the ideal is for the state to issue five to 10 licenses to encourage competition between operators.

In addition to the Brazilians, representatives of other Latin American countries also participated in the "BRIEFING LATAM." From Paraguay came Javier Balbuena, President of the National Gambling Commission of Paraguay - Conajzar, by Colombia Diana Branco Garzon, Vice President of Business and Development of COLJUEGOS and Evert Montero Cadenas, President of the Association of the Games of Colombia - FECOLJUEGOS.
