Brazil may announce Caixa privatization by the end of the year

The information was disclosed by Relatório Reservado, a digital publication focused on the financial market. The state-owned bank has a net worth R$ 63.6 billion (USD 20b) and total assets in the order of USD 40b. Since 1962, Caixa has been responsible for the nine lottery games in the country: Loteca, Mega-Sena, Lotofácil, Loteria Federal, Lotogol, Lotomania, Quina, Dupla-Sena and Timemania. From 2012 to September 2017, Lottery sales exceeded US$ 22.8 billion.

The Michel Temer government plans to include the Caixa Econômica Federal (CEF) in the privatization package that already has Eletrobras, Infraero and Casa da Moeda, among others. The information is from the portal specialized in economy Reserved Report, which publishes a daily newsletter sent to financial market agents. The government's expectation is to attract foreign investors with the privatization of Caixa, possibly Chinese.

According to the website, the official announcement should be made at the end of the year, after the privatization of Eletrobras, along with other measures to restructure the public structure, as well as the announcement that the Bolsa Família program will be included in the Federal Constitution. Asked by the People's Gazette, Caixa's advice did not confirm or deny the information, although it was aware of the matter.

According to Relatório Reservado, the responsibility for the design of the privatization is in the hands of Caixa's president, Gilberto Occhi. It is not clear, however, whether the state-owned bank would be sold in its entirety or only a part.

According to the report, "the sale of CEF is one of the few operations capable of generating extraordinary resources for the balance of public accounts in 2018, a year in which the fiscal and electoral calendars are clashing." The government is experiencing a phase of misalignment of public accounts - this year's primary deficit is expected to reach US$ 50 billion, the same amount forecast for 2018 - and any increase in revenue in this scenario is more than welcome.

If it happens, the privatization of Caixa would involve superlative numbers. The state-owned bank has a net worth R$ 63.6 billion (USD 20b) and total assets in the order of USD 40b. In the first half of this year, the CEF had a net profit of US$ 1.3 billion, according to the Central Bank. Caixa has about 80 million customers and 95 thousand employees. The Caixa Group has two subsidiaries: Caixa Participações and Caixa Seguridade.

"One issue at a time"

Asked about a possible privatization of Caixa in August by the newspaper Valor Econômico, the Finance Minister, Henrique Meirelles, disavowed. "One issue has to be addressed at a time," he said, at the launch of the 17th edition of the Valor 1000 yearbook. "The privatization of Eletrobras is historic, and I think it's not the time to discuss other privatizations. Overall, my opinion is in favor of privatizations, but the country has to be prepared for these actions," said the minister.

The government has already shown a public willingness to sell the bank's insurance arm, Caixa Assurance, but the lawsuit has not progressed so far. The most advanced process is the sale of Lotex, the public bank's instant lottery network, scheduled to take place this year. 

In the government of Jânio Quadros, in the early 60's, it was determined that private initiative would leave the scenario of lotteries. The country started to manage the games completely. The Caixa Econômica Federal controls the systems and the realization of the draws from that time until the present day. Caixa Econômica Federal is responsible for the games: Loteca, Mega-Sena, Lotofácil, Loteria Federal, Lotogol, Lotomania, Quina, Dupla-Sena and Timemania.

From 2012 to September 2017, sales of CAIXA Lotteries exceeded US$ 22.8 billion. In addition to bettors who guaranteed high prizes, the Brazilian population in general gained even more: US$ 10.4 billion were transferred to social programs benefiting from Lottery resources, in areas such as sports, social security, student financing, culture, health and safety.

The CAIXA Lotteries have nine modalities to fulfill the dreams of the Brazilians, but throughout their 55 years there were more than a dozen other different lottery modalities offered to guarantee entertainment and great prizes to the bettors.

Since its first draw, on September 15, 1962, CAIXA Lotteries have innovated in the availability of the most varied lotteries to the Brazilian population, allowing the bettor a range of options when trying to get lucky.
