For Caesars legalized gaming is only a matter of time in Brazil

(Exclusive GMB) - One of the world's 'giants' of the gaming industry will accompany today in Brasilia the launch of the Pro-Gaming Parliamentary Front. 'We want to have a sense of whether there is a majority for the approval of the project and we will suggest that licenses for online gaming be linked to a land-based casino one,' said André Feldman. The company's representative in Brazil also talked about a positive meeting of Blue Stars Estrategies, consultants of the group, with the Secretary of the SEAE, Mansueto Almeida.

GMB - What is the purpose of the Caesars group to be present at this launch event of the Parliamentary Pro-Gaming Front in the Chamber of Deputies?
André Feldman - We came to accompany the launch of the parliamentary front to know what the next steps will be and to have a sense of how many will vote in favor, if there is a majority for the approval of the project. This whole parliamentary front will give us a notion. We also want to meet MPs personally, we already know some, but we want to reach out to others who are also involved in the process.

Have you prepared any material to distribute to the deputies to assist in the debates that will take place during the parliamentary front work?
We will distribute a briefing to the deputies with analyzes comparing the two projects that are in process in the congress with the American law and also placing points that are important for the projects of the Caesars group.

You said that in the document that will be delivered to the deputies there are suggestions of the company. What is the main one that Caesars group will give to Brazilian parliamentarians?
One of the suggestions that we will give in the meetings is that the license for online gaming should be linked to a physical casino license. In other words, anyone who obtains the physical casino license can also operate online under the same license. That's because if there is a license for the physical casino and another for online, the two will eventually become competitors. In addition, the online casino does not bring benefits to society such as job creation, taxes and any investment in infrastructure that needs to be made in a physical casino, for example by building a resort.

Last Monday there was a meeting between the company Blue Stars Estrategies and the Secretary of Economic Monitoring (SEAE), Mansueto de Almeida, to deal with matters also of interest to the Caesars group. Who participated at the meeting and what was its main objective?
Blue Star is a company that provides parliamentary advisory services to the Caesears group. Representing Blue Star was Daniel P. Erikson, the company's consultant for Latin America-related client affairs who worked in the White House during the Obama administration as an adviser to issues related to the continent. The meeting had the objective of knowing the position of the Ministry of Finance with regard to the legalization process of gaming in Brazil.

What have they heard from SEAE regarding legalization of the activity? Does the Ministry of Finance support the opening of the market in the country?
They heard from the Secretary of Economic Monitoring, Mansueto, that the ministry is in favor of gambling, finds an important activity for the country's economy. And also that they would like to receive more information from the congress on the progress of the projects under discussion. This information has not reached the Ministry of Finance.

To what conclusions did the representatives of Blue Stars Estrategies arrive after the meeting? What is their expectation for the process of legalizing the gaming market in Brazil by the end of the year?
In the group evaluation the meeting was good. They have come to the conclusion that it will be necessary to create a single regulatory body at a federal level. They fear that the project of legalizing the activity will not have time to be approved this year due to the country's political problems that end up delaying the voting of the projects that are waiting to be voted by the parliamentarians. Nevertheless, they believe that the Brazilian market is favorable to investment and that it is a matter of time for it to open up for the industry.
