President Temer indicates he will sanction gaming legalization

The President of the Republic, Michel Temer, has been accompanying the strong movement for the legalization of gaming in Brazil and indicated, some days ago, that he will sanction the law if the project advances in the National Congress. Currently, there are two proposals in progress, one in the Chamber and the other in the Senate, about to enter the plenary agenda. The PL 442/91 substitute can be scheduled for November in the Federal Chamber plenary.

The leader of the recently launched Parliamentary Front for the Legalization of Gaming, Deputy César Halum (PR-TO), talks with President Rodrigo Maia to schedule in November in the plenary of the Federal Chamber the replacement of PL 442/91, which deals with the authorization of bingos and casinos, already approved in September in the special commission of the regulatory framework after ample debate in public hearings.

Study of the Brazilian Legal Gaming Institute in partnership with the Lottery News Bulletin clarifies that the prohibitive legislation did not change the scenario of illegality of gaming in Brazil, which moves annually in clandestine bets close to US$ 6.23 billion with the jogo do bicho, bingo (R $ 1.3 billion), slot machines (US$ 410 million) and sports betting and internet games (US$ 940 million).

According to the entity, legalized gambling moves about US$ 4.23 billion, if added the US$ 4 billion of lotteries of Caixa Econômica Federal, US$ 125 million of State Lotteries and US$ 94 million of turf.

The studies indicated that the Brazilian gaming market, with the legalization of all modalities, casinos, jogo do bicho, bingos, video-bingos, video-games, sports betting and online games, have the potential to raise US$ 18.5 billion gross or about US$ 5.5 billion per year in taxes.

Opposition

But opposition to legalization is also strong. It is formed by a triumvirate that has a strong influence in several sectors of the country: the Federal Public Ministry - which sees money laundering possible in the business - Catholic and Pentecostal Churches and TV Globo, which indicate the risk of gambling addiction.

In this scenario, those involved in the legalization negotiations point to the motivations of the triumvirate: the Church is historically against, for traditional reasons - although it frees bingo as a fun game in its quermesses; the MP could establish bingo and casino enforcement committees, but preferred to prioritize investigation of political crimes; and Globo’s against campaign is a mystery.

More than one Thousand jobs

According to the supporters of the activity, studies indicate that more than 600 thousand direct Jobs could be created, both through the formalization of current 450 thousand of the jogo do bicho and at least another 150 thousand new ones in diferente áreas of the gaming market.

In addition, more than 560 thousand indirect jobs would be added with the production chain of the sector. ('0.94' index used in the BNDES 'Employment Generation Model - Commerce).

Research

Between August 15 and 19, the Paraná Research Institute surveyed 2,802 people, 1,457 women (52%) and 1,345 (48%) men in a request of the Esplanada Column.

The result showed that 45.6% in favor and 43.4% against on the return of bingos and a technical tie of 45.7% in favor and 45.5% against in relation to casinos. One of the curiosities of the consultation was the fact that women were against bingos (53.3%) and casinos (57.7%).
