"Lotteries can benefit from legalization being what they should be: gaming houses!"

(Exclusive GMB) - Carla Sanches, managing partner of CRV Sistemas & Consultoria, which has been serving the lottery sector for more than 30 years, spoke with GMB about the importance of new steps towards legalizing the gaming industry and the sale of LOTEX, highlighting the strength that lottery players will have in a legal scenario in Brazil. 'Any and every product will always be welcome, as long as it offers good profitability for the sector since it has structure and public for all'.

What is your assessment of the creation and launch of the Pro-Gaming Parliamentary Front? Do you think it was an important step in a future passing of the law?
Certainly it was an important step, because without this boost, the project would not have chances to get off the paper. The discussions together with the Mixed Parliamentary Front for a Brazil without Games of Chance will allow to define essential subjects like fiscalization, collection, cost for the public machine and the favoring for the society as a whole. The great benefits that this approval would bring to the country, provided it is based on public responsibility and social development, are undeniable.

The lottery also has a parliamentary front working for its interests, mainly by the approval of PL 7306/2017. Based on the experience of the lottery network, what expectations can we have with the pro-gaming front?
Currently Lottery Houses has the power to register official games and, with the release of gaming without favoring the network, they would lose their target audience to other establishments including online gaming. It is important to unite the two fronts in order to define the Lottery network situation in a new context, favoring this business that helps both society and government. We believe that lottery winners can benefit from playing games in the country, becoming what they really should be: a gaming house!

Do you believe that the lottery sector could get involved a bit more in the works for the total legalization of the gaming industry in Brazil? What moves could it make in favor of gaming legislation?
We know the lottery sector and we know that there is a disunion and even a disillusionment with the current scenario of the lottery market, which may be overshadowing the vision of benefits in the medium and long term that the release of gaming can bring. We believe that the union of lottery network with their unions and/or associations would allow the whole sector to achieve more autonomy in their business, as they have great potential to promote gambling, slot machines, and could make the sale of cards for casinos, among others.

Speaking about LOTEX, the president of FEBRALOT in an interview with our site, expressed the interest in being able to offer the scratch cards in the lottery network. What are the benefits and risks that the sale of LOTEX can bring to the network?
Scratch cards have been part of the daily lottery for many years. We believe that regardless of who will operate LOTEX, it will certainly not waste the current structure and customers that the lottery has and that is a great benefit to the network, increasing its portfolio and consequently its earnings.

Another controversy related to LOTEX involves state lotteries that complain about the exclusivity of LOTEX offered by the Ministry of Finance. In this debate, what solution would most interest the lottery sector? Only LOTEX? Only state lotteries or a consensus to offer both products? How can lottery network participate in this debate?
Scratch cards or tickets, it does not matter! Any and every product will always be welcome, as long as it offers a good profitability for the sector since the lottery has structure and public for both. The lottery sector could and should actively participate with ideas through its Associations and Unions, as they have direct experience with sales in the Brazilian market. We hope that the union of all brings great benefits and a more promising future for our country.
