Brazil may allow bets on equestrian competitions by law

Senator Lasier Martins' bill (PSD-RS) amends current legislation to allow betting on equestrian competitions as a way to warm up the domestic horse breeding market. The senator had already presented the same proposal as an amendment to PL 186/2014, which deals with the gaming legalization, as published exclusively by GMB.

The bill (PLS 78/2017) by Senator Lasier Martins (PSD-RS) amends current legislation to allow betting on equestrian competitions. In the justification, Lasier emphasizes the importance of the initiative as a mechanism for the creation of income, jobs and taxes.

The senator says that with the decline in popularity of turf - activity in which bets are allowed - it is necessary to find other forms of financing and support the creation of the national horse.

"The bill adds an article to Law 7291/1984 to legalize bets on equestrian competitions, which should obey the same rules that exist today for turf activity, including in relation to the role played by the Coordinating Commission for the Creation of the National Horse,” explains the senator.

Created in June 1968, the Coordinating Commission for the Creation of the National Horse, a collegiate directly subordinate to the Minister of Agriculture, is the body responsible for coordinating, supervising and guiding horse breeding activities (equideoculture) in the country, in charge of coordinating and supervising the entities that carry out equestrian competitions.

The project is in the Commission of Constitution, Justice and Citizenship (CCJ), where it awaits appointment of rapporteur. The text will be voted in a final decision in the committee. If it is approved and there is no appeal for deliberation by the Plenary, it may go to the Chamber of Deputies.

In April, GMB published with exclusivity that at the end of March Senator Lasier Martins had submitted a proposed amendment to PLS 186/2014 to increase the possibility of betting on all equestrian sports and not just on turf.

The proposed amendment no. 67 - PLS 186, 2014, was sent to the Rapporteur, Senator Benedito de Lira, for analysis of the CCJ (Commission for Constitution, Justice and Citizenship). The project, which deals with the legalization of the gaming activity, awaits approval in the CCJ and then be voted in plenary.
