Philippines moves to charge entry fees to its casinos

A bill seeking to impose an entrance fee of PH$3,000 (USD 962) in all casinos and other similar gaming establishments in the Philippines has been filed at the House of Representatives. This follows the recent Resorts World tragedy that claimed the lives of 38 people, including the gunman.

In his explanatory note, Rodolfo Albano III, Representative of Isabela district, said the bill seeks to strengthen regulation of the participation or engagement of citizens in casino gaming by ensuring that casino goers "have the minimum resources in gambling activity”.

Albano added the Resorts World rampage brought to surface the "sad state” of regulation and administration of gaming establishments in the country. The lawmaker added that the bill seeks to address the problem of gambling addiction and will serve as a deterrent for those who cannot afford such lavish vice.

"As important, it called attention to the sinister effects of gambling addiction especially among those who do not have or can ill afford the financial resources needed to engage in casino gambling,” he continued.

Under the bill, the amount collected from casino entrance fees shall be allocated to create a special fund for the establishment and maintenance of children and youth welfare centers in the country. Fifty percent of the amount collected in any casino shall be for children and youth welfare programs in the city or municipality where the casino is located.
