Lotex privatization threatens social transfers of Caixa’s lotteries

Among projects and areas that may be affected, are student’s fund, social security, sports, culture and public safety. From 2011 to 2016, US$ 8.5 billion has been transferred to these and other sectors. 'We are witnessing the beginning of a process of scrapping of companies, public goods and services,' emphasizes the president of Brazilian’s Fenae (National Federation of Staff Associations of the Caixa Econômica Federal), Jair Pedro Ferreira.

The privatization of the Lotex, which is responsible for the " raspadinha” (scratch card), which is due to be completed by the end of 2017, threatens the social transfers made by the Caixa Lotteries. According to bank data, from 2011 to 2016 lotteries raised US$ 18.8 billion, of which US$ 8.5 billion has been destined to finance projects in areas such as culture, sports, scholarship and public safety.

Last year, lotteries operated exclusively by Caixa raised US$ 4.05 billion, and US$ 1.5 billion were transferred to social programs. Of this total, 45.4% were directed to social security, 19% to Fies (student’s fund), 19.6% to national sports, 8.1% to the National Penitentiary Fund, 7.5% to the National Culture Fund, and 0,4% for the National Health Fund.

"In the private sector, there will be no interest in ensuring, for example, that millions of Brazilians attend a college with the help of Fies. This is the profile of Caixa Econômica Federal, a bank that has played a social role since its inception. This can not be put at risk, because it is only one of the actions of the project that aims to weaken the bank and its employees, "says Fenae president, Jair Pedro Ferreira.

"We are witnessing the beginning of a process of scrapping of companies, goods and public services, very similar to what happened during the government of Fernando Henrique Cardoso in the 1990s. Therefore, the fight against the privatization of Lotex must be assumed by all workers and society. It is a setback that could precede many others," adds Sergio Takemoto, vice president of the Federation.

Lotex was created through Provisional Measure 671/2015, known as the MP of Football, which dealt with the refinancing of fiscal and labor debts of football clubs. After being approved by the National Congress, the proposal was sanctioned by President Dilma Rousseff on August 5. The officialization of Lotex privatization was announced by the Temer government in September last year at the first meeting of the Investment Partnerships Program (PPI), created to make concessions and privatizations viable.

"None of this would exist if Caixa were a private bank, because its purpose would be solely profitability. When it comes to privatizing, opening up capital, it is necessary to know clearly the damage that this can cause to all Brazilians and the importance of stopping this project,” said Maria Rita Serrano, employee representative at Caixa's Board of Directors and coordinator of the National Committee for Defense of Public Companies.
