Brazilian deputy aims to to create a pro-gaming front in the Chamber

It takes 171 signatures (one third of the collegiate) to create the front. 'Instead of creating new taxes, one can create new economic activities,' Halum said.

Deputy Cesar Halum (PRB-TO), begins Tuesday next week to collect signatures for the creation of a parliamentary front to legalize gaming in the country. The parliamentarian announced in a plenary speech last week that he would work on the creation of the new front.

In order to create a parliamentary front, 171 signatures are required (one third of the collegiate). The parliamentary fronts are designed to improve legislation on a specific subject, are regulated by Act 69/05 of the Presiding Board, must have an official representative and can use the Chamber's physical space, as long as its activities do not interfere with the progress of the other work of the House. They do not involve hiring of personnel or supply of air tickets.

In his speech announcing the creation of the Pró-Gaming Parliamentary Front, Deputy Cesar Halum highlighted the importance of economic activity as a way of heating the economy and raising taxes.

"Brazil collects with tobacco, with cigarettes, US$ 1.55 billion a year. It also collects with alcoholic beverages, US$ 725 million a year. We raise with automakers, automobile factories, US$ 695 million a year, and other US$ 1.6 billion a year with fuels. So, with smoke, drink, vehicle assembler and fuels, we have raised US$ 5.05 billion. Gaming alone would raise US$ 5.7 billion. "Instead of creating new taxes, one can create new economic activities," said the deputy.

Currently, there is a bill that deals with the legalization of gaming in the Chamber of Deputies. PL 244/1991 awaits the approval of the request for urgency so that it can be voted on by the plenary. The proposal regulates the exploitation of the activity in the country causing that casinos, bingos and other modalities of games cease to be criminal contravention.
