LOTEX grant leaves Caixa out of business

Brazil ends with 56 years of state monopoly in the lottery operation

At the meeting of the Council of the Infrastructure Partnership Program (CPPI), it was issued Resolution No. 16 for approval of the operational modality and conditions applicable to the privatization of the Exclusive Instant Lottery (LOTEX). The concession will be a full privatization of the public service and without any participation of the CEF (it has had a monopoly since 1961), so much so that the Caixa Instantânea S.A should be extinguished in the National Privatization Program (PND).

Brazilian federal government informed, by announcing a list of new projects of the Investment Partnership Program (PPI), that the Ministry of Finance will present the grant model of the Lotex, known as " raspadinha” (scratch card).

At the meeting of the Council of the Infrastructure Partnerships Program (CPPI), Resolution No. 16 of August 23, 2017 was issued, which states:

A) Proposal for approval of the operational modality and conditions applicable to the privatization of the Exclusive Instant Lottery Public Service - LOTEX:

- Operational Modality: Concession

- Term: 25 years

- Bodies involved: Federal Savings Bank (Caixa Econômica Federal) and Ministry of Finance

- Responsible for the studies: BNDES

- Auction: 4th quarter of 2017

- Auction Criteria: Largest Grant

The concession is the full privatization of the public service and without any participation of Caixa, which has had a monopoly since 1961. Caixa Instantânea S.A. should be excluded from the National Privatization Program (PND).

According to the government, after studies recently concluded by the BNDES, it was decided the alternative of granting the right to operate Lotex because it was considered "a greater attractiveness to the investor and greater financial return to the government."

The expectation is that the concession will generate resources for the National Treasury and for the states and municipalities by means of the taxes to be earned in the concession of the right of exploration, the value of granting and the rates destined to legal beneficiaries.

According to the government-defined calendar, the Lotex announcement will be published on October 11 and the auction should take place on December 10.
