State interference

Paraguay would establish a monopoly on sports betting sector

According to local media reports, Paraguay's National Gaming Commission (Conajzar) is preparing a list of bases and conditions to grant a single company the business of sports betting. Currently, seven companies operating in the sector collect more than US$ 6.5 million per month.

According to local reports, sports betting has flourished in the country, and now the seven companies with provisional authorization generate about US$ 6.5 million per month. Of all this money, the State receives only US$ 140,000, for a fee of 4% on income minus the prizes awarded.

In statements to DRN, Javier Balbuena, president of Conajzar, said that all firms operating sports bets did not participate in a bidding process, except the company Apostala (Daruma Sam SA), which works from 2014, "through a decree regulation of the Executive Branch."

Balbuena confirmed that a list of bases and conditions is being prepared to give a single company the business and thus increase the fee that receives the State, and when the business is awarded, "all firms that were excluded should close their doors."

Several political actors mentioned that close to the President of the Republic, Horacio Cartes, are operating in the Conajzar, and from there they would be having political interference to establish a monopoly in the sports betting sector.
