Brazil: Project strengthens public security budget with lotteries

Senator Ronaldo Caiado (DEM-GO) wants to strengthen the public security budget that, in his opinion, has reached a state of complete collapse in Brazil. Caiado presented a bill (PLS 248/2017) that allocates a percentage of the collection of lotteries to the states and the Federal District in order to raise funds to be applied in public safety.

The proposal determines that 2% of the gross collection of lotteries be sent to the Public Security Fund of the States and the Federal District. The funds should be used to strengthen the management of public safety actions under the responsibility of each of the units of the federation.

"The States no longer bear these costs, the public security situation deteriorates at every moment. There is now a spread of insecurity, proliferation of crime, robbery and drug trafficking. The objective is to raise funds for public security that has reached a situation of complete collapse in the country," said Senator Ronaldo Caiado, author of the project.

The distribution of resources will be made according to the participation rate of each unit in the FPE (Participation Fund of the States and the Federal District). Based on the collection of lotteries in 2016, Bahia would receive about US$ 6.85 million, Maranhão more than US$ 5.5 million, Para would be just over US$ 5.1 million and Pernambuco will close the top five with US$ 4.95 million.

The two largest states in the federation and with known security problems, Rio de Janeiro and São Paulo, would receive US$ 2.2 million and US$ 800,000 respectively.

Senator Ronaldo Caiado's bill should get approval from the Constitution and Justice Commission and also from the Economic Affairs Committee until it is voted in plenary by parliamentarians.
