Porto Alegre’s gaming venue "Winfil” postpones tomorrow opening

Entertainment house “Winfil” informed that the inauguration scheduled for tomorrow (Tuesday) was postponed 'due to the schedule of work”. The new opening date of the property located in the Cavalhada neighborhood, south of Porto Alegre, has not yet been announced. As of Friday afternoon, “Winfil” did not have a license issued by the city's mayoralty or approval by the Fire Department of fire insurance plans (PPCI), so it was in danger of being closed by police.

The statement released by Entertainment House Winfil states:

The inauguration event of Winfil, scheduled to be held next Tuesday, September 26, was POSTPONED due to the schedule of works. A new date will be announced later.

Thank you in advance for your understanding.

The opening cocktail was scheduled for September 26, starting at 8:00 p.m. Located at Av. Da Cavalhada, 5148, the house promises to offer the essence of fun to the public who is a fan of games. There will be more than 40 types of games on 460 machines, 24 hours, every day of the week. The Winfil will have a capacity for 1500 people, a restaurant with 120 seats and free parking for guests. About 200 employees will be involved daily with the activities of the new venture.

"Who opens business like this, is taking risks. If the venue opens, and is verified a gambling operation, it will be subject to all civil, criminal and administrative measures applied to any establishment, such as bingos, which are being closed," said João Pedro de Freitas Xavier, an attorney for the Attorney General's Office of the Public Prosecutor's Office (MP) of Rio Grande do Sul two days ago.

However, the lawyer of the company, Laerte Luis Gschwenter, informed that he would present in the Court of Justice of the State (TJ) documentation to inform the Secretariat of Public Security, the Chief of Civil Police, the command of the Military Brigade, the Attorney General of Justice and to the city hall of Porto Alegre that a house of leisure with 460 slots can work in Rio Grande do Sul because gaming is legal there.

On whether they are prepared to act legally to defend themselves against a possibility of closure, Laerte stated in an exclusive interview for Games Magazine Brasil:

In fact we have already had this experience which consists of the following terms:

1) - We are going to make a preventive interpellation to all the authorities that make up the structure of public security and in this interpellation we will be aware of the unanimity of decisions of the gaucho ( Rio Grande do Sul)) recursal court.

2) - We will be aware of the filing and non-receipt of the federal prosecutor's resources at the federal level. And we will be aware of the process of overcoming, that is, of the determination that also starts from our court and that left the plenary of the STF to have suspended all actions that deal with gambling object.

Based on this, we will preemptively demonstrate the entire operation of the company, from tax procedures, through the part of labor rights policy, demonstrating all the effectiveness of the administrative law that makes up the operating permits, fire prevention plan. Finally, on the basis that the absence of a market regulatory rule can not impose a prohibition on private free enterprise, on the basis of Article 5, Article 170 of the Constitution, which is where we gave technical-legal support regarding the change of orientation for the conduct "

I am calling this work Farropilha Revolution, but this time for the right that the country can face the chaos and recover from the moral and economic crisis that the political inertia caused.
