The instant lottery business consists of the use of printed or virtual tickets, generated on the basis of an established and previously known prize structure, in which the bettor discovers if he was the winner one without reliance on any external event (such as a draw).
Since September 12, the documentation of the Lotex service granting process has been available on the BNDES website, including Analysis of the Legal Framework, Business Plan and Contract and Bidding documents (both with Portuguese and English versions).
Also since the 12th, it is available a Public Consultation where anyone can make suggestions and contributions, by e-mail, about the documents of the bidding process. The Public Consultation will receive contributions until 6:00 pm on October 11, 2017.
The Public Hearing will be conducted by BNDES and the Ministry of Finance and will feature a presentation of the Lotex privatization project, followed by responses to written questions presented at the hearing itself, and ending with oral statements by the audience, in order of registration. The results of the Public Hearing will be published in a report, which will be published in the Project Information Room.
Stages of the process
The process of privatization of Lotex was decided by the Executive Branch through Decree No. 9.155, dated September 11, 2017, signed by President Michel Temer. In the press release of the Ministry of Finance, there is more information. The decree designates BNDES as "responsible for carrying out all acts necessary to achieve privatization," which includes contracting the institution responsible for the auction, convening a public hearing, publishing a public consultation, designating a commission
The bidding process for the Lotex concession also includes the analysis of the process by the Federal Court of Audit (TCU), which is already in progress, to conduct road shows for investors - scheduled for 28 and 29 September in London (Great Britain); October 2 and 3, in Las Vegas (USA); and October 6, in Rio de Janeiro - and the publication of the Concession Notice. The auction will be held, at the beginning, 60 days after the publication of the Invitation to Bid, and it is expected to be held until December.
