Brazil considers reducing the expected increase in federal lottery payouts

Ministers Sérgio Sá Leitão (Culture) and Leandro Cruz (Esporte) criticized the Provisional Measure 847/2018, which directs part of the collection of lotteries to the newly created National Public Security Fund (FNSP). The MP also predictes to increase the lottery payouts from 43% to 50% of the value collected with the bets to the award. To alleviate discomfort with ministers, the idea would be to reduce this to 47% to 48%.

Public Security Minister, Raul Jungmann, said Thursday that the government is considering reducing the expected increase in the federal lottery payouts to offset the loss of revenue from the Ministries of Culture and Sport. The economic team assesses whether the change is in accordance with the Fiscal Responsibility Law (LRF).

On Tuesday (12), ministers Sérgio Sá Leitão (Culture) and Leandro Cruz (Esporte) criticized the Provisional Measure 847/2018, which directs part of the collection of lotteries to the newly created National Public Security Fund (FNSP) ), and stated that they will mobilize to make modifications in the text during the process in the National Congress.

The MP also predictes to increase the lottery payouts from 43% to 50% of the value collected with the bets to the award. To alleviate discomfort with ministers, the idea would be to reduce this to 47% to 48%, according to Jungmann. Thus, the difference would be redirected to the two ministries.

Jungmann also said that criticism by the ministers did not irritate President Temer, but "worried" the government. "There is a commitment from the president to try to mitigate this discomfort through a solution that does not create new fiscal problems."

On Wednesday, Jungmann said in response to the two ministers that it is necessary to "get accustomed" to the relocation of resources according to the priorities of the government because of the ceiling of public spending.

"I consider as understandable (the criticism). But I remember two facts: with the spending ceiling, we can not do supplementation like we used to. For you to expand the allocation of one area you have to draw from another. And in the specific case of sports, what was taken out does not reach the Paralympic sport, as has been said, neither does the Brazilian Olympic Committee, which has not lost anything either. The same thing happens in Culture," said Jungmann.

According to the Minister of Security, the resources that would go to the two portfolios were contingent, that is, the ministries would have no limit to be able to effectively spend them.
